The description states:

Los Angeles’ tallest structure, the City Hall, 464 feet high with Federal Building and Hall of Justice in the background of the new Los Angeles Freeway.

–The City Hall building was the tallest from 1928-1968, when it was surpassed by the Union Bank Plaza building and many others soon after. This was a result of the removal of height restrictions in 1964.

This image dates from the 1950s.
